Financial Services handles all permit services, including replacement permits, temporary permits, and payment for permit sales and parking fines. Permit services are available at the Financial Services and Cashier Windows, 103 Swords Hall, Monday through Friday during posted business hours.

Permit Information
Any student, faculty, staff or person with University business desiring to park on property owned or controlled by the University must display a valid Bradley University parking permit 7:00 am to 6:00 pm Monday through Friday. Permits must be displayed on all vehicles in the St. James Apartment Complex 24 hours a day, 7 days a week.
Parking permits are to be purchased online. Temporary or other special permits may be obtained at Financial Services – Cashier windows, 103 Swords Hall, M – F, 10:00 am to 2:00 pm. A parking permit will not be issued to an individual who has unpaid parking citations, unless the citation is on appeal.
Student parking permits are available to full and part-time students. Students in the residence halls are restricted to parking in the Main Street or Duryea parking deck, as assigned. Residency will be verified prior to purchase. The University Quick Card will be activated to allow for deck parking. All other students are required to park in the surface areas designated for student parking. Proof of vehicle ownership may be required to purchase a parking permit.
Faculty and staff parking permits are available to full and part-time employees.
To be valid, a student permit must be clearly visible and permanently attached to the OUTSIDE of the rear window, in the lower left corner. Taping a permit to the window or inside the vehicle window is not permitted.
To be valid, a hanging permit must be clearly visible and hanging from the rear view mirror post of the vehicle. The permit number must face the windshield. A permit must not be defaced or altered in any way.
A commuter student may purchase additional permits for vehicles registered to him/her. Faculty/staff who purchase a hanging permit may transfer the permit to another vehicle provided the vehicle is owned by the employee and registered with the University. The faculty, staff or student who purchases a permit will be responsible for parking violations by any vehicle bearing the permit.
The theft or loss of a parking permit should be reported to the University Police Department immediately upon discovery. After a report has been filed, the permit will be replaced on a prorated schedule. Recovered lost or stolen permits should be returned to the University Police Department as soon as possible.
Individuals may obtain a temporary permit for a nominal fee if the vehicle registered with the University is being repaired or serviced. Temporary permits have a time limit of two weeks. Affected individuals should contact Financial Services – Cashiers for specific details.

Motorcycle permit fees are the same as vehicle permit fees.
All permits are sold based on an academic year – valid from August 1 of each academic year and expire July 31 of the following year. Permits become invalid on the date a student, faculty or staff member withdraws from the University. Student, faculty or staff will be required to present their Bradley Quick Card and required vehicle information when obtaining a parking permit.
Replacement permits are available at Financial Services – Cashiers.
Employees of the University who need to obtain a replacement hang tag must pay the applicable pro-rated permit fee. A reduced permit fee may be charged depending upon circumstances and appropriate documentation (i.e. accident report).
Students who need to obtain a replacement permit decal must present the permit decal being replaced. In lieu of providing the permit decal being replaced, a student must provide written documentation that the registered vehicle is no longer in their possession. Such documentation would include a vehicle accident report or bill of sale denoting the year, make and model of the vehicle involved in the accident or sale. The replacement fee is $10 for the first permit replacement, $20 for the second permit replacement and for each subsequent permit replacement the fee will increase by $10. A replacement permit will void the previously issued permit.
Parking Permits are generally non-refundable. The following fee schedule applies if a student withdraws from the University, or a faculty or staff member terminates his/her employment from the University, prior to April 1 and returns the permit(s).

All refunds will be handled through Financial Services – Cashiers. Prior to refund, all outstanding parking citations must be resolved. Faculty/Staff or Students who purchased a part-time permit will receive a refund as outlined above. Once all verifications have been made, a refund check will be sent in the mail.
Persons attending special University sponsored workshops or seminars must obtain the short-term parking permit from Financial Services – Cashiers, or the sponsoring unit. All visitor parking is restricted to the Visitor lot located at the intersection of Duryea Place and St. James or designated visitor parking spots unless otherwise noted. Any vehicle registered with the University and/or assigned a parking permit is prohibited from parking in the visitor parking space.
Students inviting friends or family to the University should contact Financial Services – Cashiers for parking instructions prior to the guest’s arrival. If guest(s) arrive unannounced Monday-Friday, you should direct them to the Visitors Lot. The exit machine in the Visitor Lot is setup to take quarters to exit the parking lot. The visitor must vacate faculty/student parking areas by 7:00 a.m. or have a valid parking permit for the area. Faculty, staff, students, or divisions of the University sponsoring seminars or special events should contact Financial Services – Cashiers to make arrangements for parking in advance of the event.
A visitor/guest is defined as anyone other than a student or employee of Bradley University or an employee of Barnes & Noble, ARAMARK or University Contractor.

Additional Parking Information
When a significant accumulation of snow occurs students, faculty and staff are strongly encouraged to remove cars from Elmwood Street, Bradley Avenue, the St. James complex, and on-campus surface lots to the parking decks to facilitate snow removal. Once the streets and lots have been cleared of snow, regular University parking regulations will be enforced.
During snowfall periods please watch for NO PARKING signs posted in campus lots. Facilities will periodically need to close these lots for snow removal. Signage will be posted well in advance. Violators will be ticketed and/or towed. Lots impacted include:
- Corner of Bradley Avenue and Duryea Place
- Visitors Center
- Between the Continuing Education Building and Geisert Hall
The City of Peoria also enforces parking bans on designated City Snow Routes when snowfall is two (2”) or more inches. Parked vehicles must be removed from marked Snow Routes to enable City of Peoria crews to clear the routes properly and safely. Snow Routes include Bradley Avenue, Main Street, and University Street. Violators will be ticketed $50 every 24 hours if not moved, and towed. Motorists who have parked vehicles on non-routed streets are encouraged to move their vehicles off-street to facilitate plowing efforts. If in doubt, avoid parking on a City street during a snow event.

If you wish to park a motorcycle on campus and have purchased a valid University vehicle parking permit, please stop by the Cashier windows in Swords Hall between 9:00 AM and 4:00 PM Monday thru Friday to obtain a motorcycle parking permit. Parking will provide you with two identically numbered key tags and zip ties. One of the key tags is to be zip tied to your motorcycle handle bar in a visible location which will not interfere with your operation of the motorcycle. The other key tag will serve as your backup permit and can be easily stored on your key ring for convenience.
Motorcycle permits will continue to be “free” if a regular parking permit is purchased. Your motorcycle permit will remain valid as long you have a valid vehicle parking permit.
The University Police have the authority to close individual parking lots, driveways or other parking facilities, when necessary to accommodate the needs of the University. These include but are not restricted to street cleaning or maintenance and parking for special events sponsored by or held at the University. When practical, the University will post closing as far in advance as possible using various University publications.

Accessible Parking
The Bradley University Parking rules and regulations are applicable to an All-Access Handicap Only Parking or Dedicated Parking Space hang tag permit. If a vehicle is parked in a handicap space, the vehicle must display a current University issued permit for the designated area with a valid state issued disability parking placard/license plates or an All-Access Handicap Only Parking hang tag with a valid state issued disability parking placard/license plates.
To be eligible for Accessible Parking, the University employee or University student must have a vehicle registered with the University and be in possession of a valid BU parking permit. Requests for Accessible Parking must be approved through the Human Resources Office (HR) for University employees or the Office of Student Access Services (SAS) for University students.
To make parking arrangements for Accessible Parking, the University employee or University student who will require long-term accessible parking (6 months or longer) must present a valid state issued disability parking placard to HR for University employees or to SAS for University students.
Those individuals requiring short-term Accessible Parking (less than 6 months) will need to present a signed doctor’s note on official letterhead indicating start and end date of the requested accommodation to HR for University employees or to SAS for University students
Once the Human Resources Office or the Office of Student Access Services has approved the request for Accessible Parking, the respective Office will submit an e-mail to parking@bradley.edu stating the individual has been approved for Accessible Parking.
There are two forms of Accessible Parking offered by Bradley University:
- Dedicated Parking Space will allow one existing parking space to be assigned (where available) to the designated individual with a twenty-four (24) hour signage for enforcement purposes for a pre-determined period of time. The holder of a Dedicated Parking Space can only park in the specifically assigned Dedicated Parking Space. Parking in any other space will result in the issuance of a parking citation.
- All-Access Handicap Only Parking will allow for handicap parking in any campus surface lot or in any deck designated visitor, faculty/staff, or commuter for a pre-determined period of time. It will not allow parking in the St James complex for non-St. James residents, loading zones, or no parking zones. Parking in a handicap spot requires a valid state issued handicap placard or handicap license plates. Parking in any space other than a handicap spot with an All-Access Handicap Only Parking hang tag will result in the issuance of a parking citation.
Individuals selecting this option must surrender their current University parking permit to obtain the All-Access Handicap Only Parking hang tag at the Controller’s Office – Cashier Windows during regular business hours 9:000 AM to 4:00 PM Monday thru Friday. The will be no additional charge for an All-Access Handicap Only Parking hang tag. An All-Access Handicap Only Parking hang tag can be issued for any length of time during the academic year. When the All-Access Handicap Only Parking hang tag expires, the hang tag must be returned to the Cashier’s in order to be issued the appropriate designated parking permit at no charge for the remainder of the parking year.
Individuals selecting this option must surrender their current permit for a Dedicated Parking Space hang tag at the Controller’s Office – Cashier Windows during regular business hours 9:00 AM to 4:00 PM Monday thru Friday. A Dedicated Parking Space hang tag permit can be issued for any length of time during a given academic year. The will be no additional charge for a Dedicated Parking Space hang tag. When the Dedicated Parking Space hang tag expires, the Dedicated Parking Space hang tag must be returned to the Cashier’s in order to be issued the appropriate designated parking permit at no charge for the remainder of the parking year. The holder of a Dedicated Parking Space hang tag is only permitted to park in the one specifically assigned Dedicated Parking Space. Parking in any other space will result in the issuance of a parking citation.
